Current Congressional Legislation on Immigration Explained…

I'd go here and start reading. Frankly, not that my POV matters, I'm pessimistic that the promises of enforcement will be fulfilled (because of lack of national + political commitment) and that we could get anything better thanks to Tancredo torpedoing last year's deal and Democrats demonizing just about anything short of a warp speed path to citizenship.
But here would be my comprehensive immigration reform plan:

Fence both borders - Mexico and Canada. At least the parts at high risk for smuggling.

Use National Guard troops to secure the borders as supplementary law enforcement.

Negotiate a guest worker program with Latin America. Make fairness towards the worker - American and foriegn alike - priority one.
